State Insurance Exchange Opens Today for 2022 Health Care Coverage


Governor Tom Wolfe announced that today begins the 2022 open enrollment period for health care coverage through the Penn State Health Insurance Marketplace.

“Penny is the one-stop shop for Pennsylvania’s healthcare needs,” Governor Wolf said. “With Pennie, Pennsylvania has access to a variety of resources to help them understand how to apply, shop, and enroll in health coverage including access to people they can help in their community. Pennie also provides financial assistance to those who qualify, which means that health care coverage is affordable. Cost to Pennsylvanians. Now, more Pennsylvanians can get the care they deserve, ultimately giving more people the opportunity to live healthier lives.”


Wolf was joined by Philadelphia Mayor James Kenny, Penn Health Access Network Executive Director Antoinette Krause, Pennsylvania Insurance Commissioner Jessica Altman, and Penny Executive Director Zachary W. Sherman in the mayor’s reception room in Philadelphia for the announcement.

In July 2019, Governor Wolf signed a law establishing a state-based market. Pennie is replacing as Pennsylvania’s official destination for shopping for high-quality health insurance plans and the only source of financial assistance to help with the cost of coverage and care. There are currently approximately 344,000 Penny customers across the Commonwealth.


“Now is the time to sign up for low-cost, high-quality coverage through Pennie. As a result of the outstanding savings of the U.S. Bailout Plan, coverage was out of reach for many Pennsylvanians,” said Zachary Sherman. “Nine out of 10 Pennie customers are eligible for savings increased in Value for low-income individuals, working families, and nearby retirees. Open enrollment is an opportunity for Pennsylvania residents to protect their health and budgets by getting the coverage they need to ensure access to care. We encourage the uninsured and anyone exploring their coverage options to visit to sign up by December 15 for coverage beginning New Year’s Day.”

“As Open Enrollment for 2022 plans begins, this is an important time to celebrate our reach to affordable, quality healthcare in Pennsylvania,” said Antoinette Krause. “In the past year and a half, Medicaid and the ACA marketplace have proven to be a lifeline for Pennsylvania residents by ensuring people have access to health care during a public health crisis; the Medicaid Expansion program covers nearly 1 million Pennsylvanians, and more than 340,000 purchase their insurance through Pennie. com”.

In addition to Pennie, Governor Wolf expanded Medicaid in 2015, ensuring that more Pennsylvanians had access to Medicaid in Pennsylvania. Today, more than 3,300,000 Pennsylvanians are covered by Medicaid including nearly one million people through the expansion. By expanding access to health care, the Commonwealth realized the lowest uninsured rate in Pennsylvania history during the Wolf administration and insurance rates are now the most stable year after year they’ve ever been.

“We are all better off when health care is affordable for everyone,” said Governor Wolff. “There is more we need to do to ensure health equity in the Commonwealth and my administration will continue to fight for true justice, but expanding access to health care through Medicaid and ensuring affordable coverage through Pennie are important steps.
